Governance

BIDS is governed by a high-powered Board of Trustees, with the Minister for Planning as the Chairman and Director General as the Chief Executive of the Institute. Secretary of BIDS provides administrative assistance to the Director General and also officiates as Secretary to the Board of Trustees.

The Board of Trustees

The Board of Trustees is composed of the following:

A Member of the Planning Commission to be nominated by the Chairman;

The Director General of the Institute, ex-officio;

The Chairman or a Member of the University Grants Commission to be nominated by it;

The Governor, Bangladesh Bank, ex-officio;

The Secretary, Ministry of Finance, ex-officio;

The Secretary, Ministry of Education, ex-officio;

The Chairman, Social Science Research Council, ex-officio;

The Director General, Bangladesh Rural Development Board, ex-officio;

Two Senior Fellows of the Institute;

Three senior staff Members of Institute;

One Trustee to be appointed by the President.

Dr. Quazi Shahabuddin
Director General

Dr. Quazi Shahabuddin is the Director General of the Bangladesh Institute of Development Studies (BIDS). Prior to joining this position, he served as a Research Director in the Institute. He did his M.A. in Economics at the University of Dhaka in 1967, his M.Sc. in Economics at the London School of Economics and Political Science in 1975 and his Ph.D. from McMaster University, Canada in 1982. He received Ph.D. Thesis Research Award from International Development Research Centre, Canada. He has published extensively on agricultural growth performance, food security and water resource management in various national and international economic journals.

Dr. Shahabuddin is a life member of the Bangladesh Economic Association, and currently a member of the Executive Committee of Dhaka University Economics Department Alumuni Association. He is also a member of the Network of IFPRI Associates and currently a member of Policy Analysis and Advisory Network for South Asia (PAANSA).

 

The Statutory Committees

The three statutory committees which assist the Director General in administrative matters of the Institute are:

The Policy Coordination Committee (PCC)

The Administrative Affairs Committee (AAC)

The Finance Committee (FC)

The Director General is the Chairperson of PCC and all Research Directors of the Institute, the Chairpersons of AAC and FC, the five Chiefs of Division, and Secretary, BIDS, are ex-officio members. The functions of PCC include policy recommendations to the Director General on allocation of research funds; awarding of scholarships and fellowships; nomination to seminars, workshops and other professional activities; control, management and administration of projects; nomination of members to AAC and FC; and nomination of Senior Fellows.

The AAC makes recommendations on accommodation, transport, and personnel matters of the non-research staff. The FC supervises the incomes and expenditures of the Institute and advises the Director General on all matters relating to accounts, administration of property, funds, preparation of budget and clearance of bills.

Senior Fellows

The BIDS statute provides for an advisory committee of 12 Senior Fellows who are nominated by the Policy Coordination Committee and are selected from among eminent professionals in the country in various fields. The Senior Fellows are appointed by the Board of Trustees for a period of three years. The Senior Fellows serve in their individual capacities without honourarium, and advices and assist the Institute in formulating and carrying out its research, publication, and other professional programmes.
